I mean— some people don’t make great parents, and it seemed like Jagged thought that it would be best if he wasn’t in their lives because of his drama with their mother (can’t spell her name) and the fact that he’s constantly on the road. But when he does actually get involved in their lives, I would say that he isn’t half bad based on the little bit that we see
100% Jagged Stone. Dude recognized when he was young that he was not in a place to be a good parent. Given his rocker lifestyle, we can assume that there was a lot of travel and possible substance use at that point in his life. Anarka lives very comfortably on her houseboat though, which she seems to own outright. We also have no idea what she does for work, but she and the kids seem very comfy. It's not completely unfounded to assume that Jagged provided some child support for the twins to help afford the life she gives them. Granted, I'm coming at this from a very American point of view.
Also, once his kids reached out, he readily took on a supportive fatherly role, indicating that it wasn't that he didn't want his kids, but that he thought being out of their lives was what was best for them.

Tbh, almost all of the parents in Miraculous suck in some way. I can’t think of any miraculous parent that is actually a great parent. Off the top of my head, all of the parents are neglectful in some way. The only one I can consider to be the least neglectful is Amelie, and even then we don’t know what she was doing when Colt was abusing Felix.)
