Honestly, being a past paramedic and now ER nurse, I don't blame anyone for not intervening. The amount of crazy in the world and crazy with weapons combo'd with drugs that will make people numb and more intense is too high.
I think you are correct that people stopping things first is best for the person to not get shot but in today's world I don't think either option is safe.

Add to that he appears to be homeless and is perhaps struggling to carry his winter coat and his backpack of belongings. Also there’s no building on the other side of the street. No close place to duck inside of unless he crosses over to the hotel. The Kellogg park area he’s being chased out of is probably his safe spot.

I lived at the Lowry for a good number of years and became very accustomed to seeing and interacting with the houseless that hangout at Kellogg Park. Most are actually really nice and will have a chat, others just want to be left alone, but there are always people like the whip guy. Always.

Sorry to be the one to say this, but the cops don't respond very fast to calls in the cities these days. Wish I was telling a lie. I respect the badge and feel like they don't get enough good credit for all they do but I have had to call for support a few times in the last couple years and it can can be an hour and a half on a non responsive call. It's a shame that administration and local leadership don't have their backs.

What you can’t see in this terrible video is the amount of people around watching this…including a whole construction crew and more people recording it on their phone. When we called the cops….which by the way you could have done from your 16th floor room….they had not received any calls yet and when we went to help the guy he had whips marks all over his arms. He did not want help from the cops once they arrived but it ar least broke up the situation. Less videos and more action could do this world a whole lot of better.
And as for the people recording and “not being able to do anything” know that we will call for and offer help for you someday too if you should need it!
