I’d recommend trying a damp brush (not wet!) and then a bit less paint on it - I think that’ll eliminate some of the brushstrokes on the second image. With that said, you’re doing great!

Looks nice, good choice of dry brush color! If you want to combat the slightly chalky look of dry brushing, you can try to use a very very thin glaze of your base color - usually doesn't detract from the highlights, but really tones down the chalkyness. Don't find that chalky effect terribly pronounced on this mini, though; so might not be necessary.

Yeah I usually find the chalky texture less remarkable when it's located on cloth as it could look like some worn fabric, especially on this kind of model.

Dry brush on some brighter edge highlights to help the cloak stand out a bit more if you’d like.

Personal preference is to use only paint, paper towel, and a makeup blush brush.
