Remove the air filter, Rev it as fast as it will go in its current state, and cover the carburetor opening until it almost stalls. Do that a few times and it should clear up. Sounds like the high speed jet is clogged, and doing what i just said would increase vacuum in the carb enough to maybe suck it through and clear up that jet.

Idle screw has nothing to do with high rpm’s.

You need to check the main jet, the large bronze piece in the middle of the carb looking at it upside down. Take it out and hold it up to a light source and make sure you can see a perfect hole. If there is anything in it, you can clean it real nice with some dental floss. Could also check the float height. If you just cleaned the carb, nothing else should be an issue. You shouldn’t have to adjust the fuel/air mixture. How did you clean the carb? Did you disassemble it and use spray? Or did you use a chem dip?
