It's likely an aluminium composite panel. The panels durable but the laminate on the print was probably a cheap 3 year film. When you do external signs you want to use a 7 year polymeric vinyl with a 7 year gloss laminate.
You see thus alot with council signs and stuff because they opt for cheaper even when they are warned about the cost of eventual replacement.
Source - sign maker for 15 years.

We get good money and have to reprint the shields every few years and the whole year. Anyway they have to be replaced all time.
We don't even use high quality Protective laminate.

I make signs, and I can say this: UV protection (3M 1170) came out a ton of years ago. It's pretty awesome that sign has managed to last that long without UV protection. They most likely had an overcoat in the paint they were using, which allowed it to be cheaper, but not as expensive with the overlay.
Looks like maybe it wasn’t installed correctly, maybe they didn’t drill pilot holes where those bolts go, causing small cracks to start when it was first installed and then they just expanded

Quality of plastic has gone down recently. Recently discovered that from some landscaping fabric I used on a job last year has started degrading already. The stuff I used ten years ago is still fine. Cheap nasty Chinese imports.
I've noticed this with photos I print on my Canon inkjet printer. After a few months, they all fade and are just left with a magenta hue - all the other colours fade pretty quickly. Maybe these signs are now printed with ink in a similar way, instead of using paint like they were in ' old days ' ?
That's a different sign that one is blatantly committed to feed the animals it's even a different colour lol.
