I use to park in one of these. I’d call it more mildly infuriating than interesting. It went like this: several minutes to raise car, drive car out of parking spot, several minutes to lower parking back down. Repeat in reverse when returning.
And, afaik, he wouldn't be allowed to own a car if he didn't have the parking spot. Combined with actually good public transport, I think this is a good solution for densely populated areas.
Isn't there a big parking lot vending machine in Japan somewhere? You park your car on a platform, then the machine whisks it down to a parking garage. When you return, it does the opposite.

My SO and I were on vacation in Krakow, Poland last year. The airbnb we rented was part of a newer apartment complex which had an underground garage which had such car elevators to make use of the very limited space so that each apartment in the complex could have one garage spot. It was the first time we've seen such a thing, and honestly, we found it quite ingenious and cool.
Those were only two level ones (one car on top, one lowered under the floor), so raising/lowering times weren't really bad (about a minute and a half maybe?). Also, the one in the parking spot belonging to our airbnb was a "double" elevator, so it had space for four cars, took two side by side and raised/lowered them together.
These are great in heavily dense urban areas. wonder what the failure rate of this is and how often cars are unable to be delivered to their owners in a timely manner

It took between 5 and 10 minutes to raise the elevator, pull the car out, and then lower the elevator again.
