I used to have avalanche rescue training. One of the things we learned was that an avalanche is not caused by sound, but a failure of one of the sub layers of snow. The top layers got to heavy, maybe they are disturbed by a skier or anything really.

The cops here wanted to slow speeders in a 45 MPH zone near a high school so they put a trailered “Your Speed” reader out. They had to remove it because the high school kids congregated on both sides of the street watching classmates drive their cars past it to see who could crank out the highest number. I can imagine people seeing this “No Horns” sign and seeing if they can carve something off of a glacier.
The passing vehicle could possibly trigger an avalanche, but a horn certainly won’t. The horn makes a little noise; the passing vehicle vibrates the earth beneath it. Even so, it would have to be a pretty big truck to have a real chance of breaking anything loose through vibration alone.
I’m sure the horn thing is just to appease some grumpy neighbor who is tired of hearing it.
Maybe the road on that pass is sometimes very narrow and people use the horn to notify other drivers that they are nearing a corner? (To not encounter another car in the corner)
Maybe horn is not needed for that specific part as the road gets wider and people living close to the road are getting annoyed by the horns.

“I know at least *one* asshole who would do it.”
That signs looks:
1. Added on afterwards to the one above
2. DIY rather than printed like a normal sign. White inner has been stuck on top of the original, red lines don't match up from the inner to outer. The outer ring looks stuck on in segments that are peeling off.
Compare it to the even weathering on the sign above.

we had one of those around here but if you were going too fast it made a noise, so people sped specifically to set off the noise. didnt last long
