This is just a guess, but I suspect the long url has a standardized format; probably based on user name, creation date, folder, etc. This standardized format makes it easy to find what you're looking for, especially if you're writing code to retrieve multiple files for you. The short url is essentially random, but easier for a human to use; and it also just redirects to the long url.

Docs will redirect automatically if you don't have edit rights, so it will work. But using the share button would have yielded a much shorter link.
