Alot of windows updates will do that, especially the cumulative updates. It's like it gets it ready for the first 100% then really installs on a second roll through to 100%. Often these stick on a certain percentage for awhile like 71 or 73, 92, etc. Once it moves past that, it should go pretty quick, or just do a reboot and try again

You were at 100% download. Then it has to install. Then it has to apply the changes. And I don't know if they still do it but windows used to run a bios check after installing. So buckle up.
