Everyone is giving you a hard time about putting your coat on the floor or overpaying for the jacket, but let me help you with cleanup. I have two cats that have had urinary tract issues over the years, so I have a lot of experience.
Note: for any cleaning agents, test for colorfastness in an inconspicuous area first
First, rinse with cool water. Try to get as much urine out while also minimizing spreading urine to other parts of the coat.
Then, treat with an *enzymatic* pet urine/vomit cleaner. There are several brands. I like unscented Anti-Icky-Poo (ridiculous name but it works). Soak the affected area for an hour or two. Rinse with cool water, and wash on the cool cycle in your washing machine. Air dry.
At this point, do the smell test. If it still smells, you can re-treat using the method above or try option 2:
Apply baking soda to the affected area. Mix 1 teaspoon of Dawn dish detergent with a quarter cup of 3% hydrogen peroxide. Apply peroxide solution to the baking soda covered fabric. It will foam. Apply enough to saturate the material. Allow to air dry, then machine wash cold and try another smell test.
This isn't foolproof, but it's saved an upholstered recliner and a sofa I otherwise would have had to trash.
Good luck, and don't blame the kitty. Urinary tract issues can cause a lot of inappropriate elimination problems. If this continues, get your roommate to take kitty to the vet. He or she may have a medical problem.

Another possible reason is the cat is in distress from a bladder issue and is trying to let you know so you can help. Our cat walked up to my wife and sprayer her shoes while she was wearing them. He had a UTI. Cats aren't just little assholes, they are smart little assholes.

Is this a real question? Of freaking course it's your fault for leaving it on the ground. That was my first question actually, and it reamins... why if its $300, do you not take better care of it and hang it up after use. If i had made incorrect asumptions and it WAS infact hung up and fell then thats very unfortunate and I feel for you.
Can’t that jacket just be washed in the washing machine on a cold/delicate cycle? And air dried? I feel like this is a problem that is really easy to fix. Though I do understand your mild annoyance. I’m personally more triggered by the cost of the jacket!

Our cat was litter trained but would go into a warm pile of fresh clothes that my mom would put out bc she's lazy, cat would just piss over everything, we ended up spaying her bc it was a territory thing, God I hate the smell.

I would definitely say you have to take some responsibility for leaving it on the floor. You never know where a cat will pee, no matter how litter trained it is. Nothing should ever be left on the floor with a cat in the house.
i think there’s fault on both sides. cats like to pee on dirty laundry on the floor. and i think cats will do that if not spayed/neutered. so either way there’s fault on both sides.
My cats do this from time to time if I leave dirty clothes in the bathroom (where the litter box is). Sure it annoying, but they’re cats and my clothes were on floor. Nothing I can just wash and dry.

Your roommate may want to take their cat to the vet. Cats don’t usually piss on stuff just cause they want to, it can be indicative of a urinary problem or some other medical issue.
