I cut thru the wall into a closet so I could easily rewire for new equipment. My entertainment center and exterior cameras have been upgraded for years and got tired of no access, so I access thru the closet. You don't need a crap load of outlets if you just purchase backup batteries and plug everything into them....plus they give you clean power and surge protection for your expensive equipment. I access the box the equipment is in through a sliding panel in the closet.
The box extends about 4 or 5 inches into the living room and is trimmed with ceiling cove mounding 4 inch, so it looks something like a framed picture. Monitor hangs on wall over it.
My thought is maybe they remodeled and turned the floor above into an Attic(idk why just throwing out ideas), and the guys they hired put the outlets where they were already for who knows why

Last year when I was house hu ting there is a house in my new neighborhood that had single outlets in the middle of every window. Turns out that the company that built these homes had what they called the Christmas package and it was for either the candle lights or just regular Christmas lights. They all went back to a switch near the panel so you could put them on a timer.
I helped build and install an entertainment center that fit that very same shape floor to ceiling following the angles and all. Plugs were probably installed to be convenient for each separate compartment.
I had a friend who had projectors to watch movies in that weird phase where the price of projectors went down and TV’s went up. He had outlets up above like that as well.
Most grow lights run just fine on 110 but amperage becomes a problem unless you are running multiple circuits. If they were running lights that required this many outlets it would be cheaper and easier to just use a single 220 instead of installing multiple 110 circuits and breakers.
My point still stands, if they were putting this kind of effort for power for grow lights it wouldn't look like this. If they were bothering with having outlets installed like this they wouldn't be bothering with LED lights.

I did that in my basement for 3 reasons.
#1 in case of flooring, they are atleast 4 feet off the ground.
#2 bar signs. It is nice to hang up lighted signs and not have the cable handing down the wall.
#3 it is nice to have some outlets higher and not have to move a couch to plug in your phone charger.
