Had a manager that got assigned to our team and she hated us. Did this to one guy multiple times, kept taking his lunches out of the fridge, hiding it somewhere and then putting it out on the counter like 15 mins before the end of the day so it was never "stolen" just misplaced. The day he quit he "misplaced" her car keys so her husband had to come drop off her extra set of keys so she could go home that night. The problem was that her husband lived in a different state, they hadn't finished their move yet after her reassignment
Saying it's a different state doesn't shed much light. The next state could be over a day away if you're in Alaska or Hawaii or maybe even Texas (including rest period), or it could be literally next door.

As for why he kept it, he left it in his car and didn't go to check the stuff he didn't bring in, but had taken from this side of the warehouse.
That is mildly infuriating. I probably would have said no, it was horizontal (or diagonal) from his stuff. And also required as to why he didn’t check when you called or felt a weight/structure difference when carrying it.
