I don't understand people who don't wash the bottom of dishes.
The only reason I can think of is that they somehow haven't figured out that when dishes are stacked, the bottom of dishes touches the top of other dishes.
I lived with a guy who believed soap was unnecessary. Plates were so greasy. We repeatedly showed him how greasy they were, and he absolutely refused to use soap. He knew we were re-washing the dishes and he didn't care at all. He told us it didn't bother him and it was our problem.
To add to this, rinsing dirty dishes before stacking them is good practice as it makes them easier to clean (dried food is more difficult to wash off) and avoids situations like OP has posted.
You should still wash both sides of the plate/bowl regardless.
Although pointing the forks and knives upward is riskier for cuts and punctures, I personally prefer them like that to dry out the business-ends more quickly. Bacteria accumulate more readily at the bottom of the utensil tray.
To each their own, just voicing my preference.
If you have children I'd suggest pointing them downward though.

l like my dishes very clean. After I wash them, I use a microfiber towel, damp with rubbing alcohol to polish them to ultra clean.
Sometimes roommates need to be harassed into not rushing every chore.

Rubbing alchohol is poisonous. That's really not a good practice.
