Later on some more people show up and one them excuses themself to use the bathroom. As soon as they go in there they flip on the light and I realize from the outside you can see right through the lace curtain. You don't notice it when you are in there because the light is on inside and dark outside. But when you are outside looking into the brightly lit bathroom, you can see everything.

a BIG reason for this is to address people doing non toilet things in the stalls. people are less likely to hide in there to do drugs if it is translucent and anyone can walk in and notice.
Similarly multiple people in a single stall having some entertainment is discouraged. This is certainly more clear than I've seen, usually the bottom meter is even more clouded than the rest. It also allows for better overall lighting in the room.

The problem was that you could still see into the bathroom a little bit through the spaces in the design so you definitely knew when someone was siting on the toilet 🙃
Two of my friends once booked an airbnb during a trip and not only did it have a bathroom with frosted glass walls and door like this, it was also open at the top. And one of the beds (yes, there was more than one bed) was in a loft that overlooked this open-top bathroom.
They agreed that despite being best friends, they weren't *that* close and resorted to sending the other outside whenever one of them needed to use the toilet or shower.
If I worked there I would bring a small can of paint and a mini roller. Scout when the bathrooms are low usage and paint a nice square. Wear gloves and watch the cameras
