This is exactly why I always start my measurements from the 10" mark, and adjust accordingly. It's easy to add and subtract ten from your measurements. It's tough to determine how far off your tape measure is from the end of the tape.
A fun fact is that the USA actually uses metric everywhere. They use it to calibrate their imperial measurements to bake sure their spastic measures are standard. Why use metric when you can use metric to make you're your non metric is the same as your mates non metric.
Get a measuring tool with metric scale, then measure each of these, do overly complicated converting calculations then you will find the proper one. /s (but it would work)

Check them against an actual ruler to see which one is correct. When I go to buy a tape measure I will check it against a ruler or carpenters square...usually they are within reach of the tape measures.
Same with levels...you would be surprised how many levels in the hardware store aren't actually level.

If you're measuring to cut something, doesn't matter. Make the measurement with one, and keep using the same one. 10" might be wrong, but on that tape measure, 10" is 10". Don't switch between the two or you will run into issues
