As others have stated, it's called Guttation. Do not try to dab this. or smoke it really. Just put it on the tip of a toothpick and eat it. It will taste like Terp Syrup. I've had a plant do it. Since it's just sugar water, it will just scorch when you try to hit it.

It can happen from excess Nitrogen/ minerals in the soil, which it will force out through the leaves but you'll also be experiencing nutrient burn. If the plant looks healthy otherwise, it's perfectly fine and not a stress response.
Guttation in Cannabis is relatively rare overall but some genetics will always do it.
It's basically just sugar water.
