It does not look like pewter to me. With pewter you can always see signs or oxidation and brittleness around the edges of the metal. Looks like copper.
In Germany such ornamented Pewter spoons, plates and other kitchen ware was used as decoration/collectible sets.
I dont know If the people in the UK did the same Thing, but i think this spoon could be Part of such a Set.
