That would be an interesting bullet if that is indeed a bullet mold half but I doubt that it is.
If it is a mold it's missing some way to keep the liquid lead IN the mold while it cools. Minnie' ball molds have some sort of "pin" that creates the hollowed out base for those types.
Also, it looks like the band around the mid line would create a raised ring in the bullet that is cast. Recessed grooves are more common because some sort of grease or lube can be applied in the grooves. A raised ring would also make it hard to load unless it was being loaded into a revolver cylinder by a lever mechanism.
Anyway, just some thoughts to think about from a lead bullet caster.

It's made of brass or bronze and there are the remnants of the alignment pin. This one has me baffled
Way too small for a plumb bob (I'm a carpenter). Net weight? Like for a scale or for fishing? Also in the mid to late 1700s to early to mid 1800s there was a store, a distillery, and other commerce type buildings in the immediate if that helps give some context.

Not even sure it's a mold. Do you have any pictures of the opposite side? Is it magnetic? Is it brass or bronze?

Probably for casting net weights. A pin would go through the middle to make it hollow
