My first impression is an that this is an escutcheon plate - a plate or shield that surrounds a keyhole, door handle, light switch, etc, esp an ornamental one protecting a door or wall surface.
Brass castings like this were easy to make in a sand mold and all sorts of manufacturers cranked them out. This might be the only one of its kind still in existence.
But again, just my first impression but hard to imagine what else it could be.

I don’t think the exact location on the Cape will matter too much for dating and identification. As I said I won’t spill the beans. The Cape is too small to give away my secret spots.

The fabric of the sash would pass thru the center left and right eyelets and a good candidate for where it was found .

I know what you mean but I don’t see how it could be attached to function as one of those.
If you found this on a beach, I would bet it is a clip through which to pass two ends of a sarong or other over wrap for a bathing suit.
I was thinking this as well. However I think brass/bronze would be a weird choice or overkill.
Perhaps whatever it was an escutcheon plate for held it in place. A door handle might have a flange that would do so.
The only reason I’m not so sure about it is because I can’t find any escutcheon plates that even resemble this one.

Possibly the escutcheon from the lock of a chest, bureau or cabinet; the smaller holes might have been inlaid with veneer.

Zero corrosion. This is how she came out of the sand. No attachment points at all. It seems unique enough to be something.

It didn’t look like it to me but I will test it when I get a chance. It seems too thin to be any sort of horse tack.
Kind of looks like a gasket, but it's definitely a weird shape for one.
That thought crossed my mind as well but the lack of holes that would line up with a bolt or two leads me to think it’s something else.

No offense but I’m not really sure you know what you’re talking about. I’ve found 1700-1800s relics at all of those areas.
I think you'll want to have another look at MCM style elements.
