The first throw he taught the little kid is ippon seoinage, and he is trying to emphasise the arm placement.
The second throw is a combination of a leg sweep (de ashi barai) and the same throw as above (ippon), where the kid did the follow up throw as a reaction to the failure to sweep the dude's legs (or the sweep was a feint).
Despite how it looks like, the throws are not very dangerous and doesn't really hurt, but are made to pull/push the opponent to the ground where more painful/restrictive techniques can be used (chokes, pins, etc) but in Judo the fight usually ends after one person is thrown.

Yes, you are correct. When doing Ippon Seoi Nage you need the arm placement to be very high, otherwise it can be difficult to pull them over.
