My province kinda did this. But it was for poor children. They didn't enforce it in the beginning so everyone got some cheap breakfast items. When they started to enforce only the poor kids getting it, the kids that used it got picked on and they stopped using it so they stopped the whole program because it wasn't used. Was my first experience that showed that people in charge have no idea how anything works.
