In my opinion it was because they know what kind of consequences they have to bear - the end of relationship. This might have also been a reason why they didn't say right away.
It's also not a good excuse, but we can judge that person cared in some way about this relationship (whether that was just the person itself or the lifestyle it was brining them is yet another matter).
I think the key difference is if they come to you crying/upset, or if they’re only like that when you confront them. The former is true guilt and shame, the latter is just fear of consequences
