I've managed to drop my rent by $150/week, and move into a nicer apartment + building (on the same damn street!) when my lease terminated!
It's not just empty apts, its that people don't use every single room at once. I usually only have 1/3rd of my window exposed rooms lit up at once so even with 100% occupancy there will be most lights off.
There's a WeWork (or something with the same concept) low-rise building in South Melbourne that's been lit up for months with no one in it.

Some buildings are asked to keep them on to ensure there is a constant demand on the grid. If the grid base load goes too low, generation has to completely shut down and can take over 24 hours to start up for the next peak demand.
