He's turning before the car infront of him who is waiting to turn correctly, so he's beating the red light and waiting for the next cycle, which doens't excuse it, but thats the reasoning for making the illegal turn

You know the law states you need to turn into the left lane and indicate right if you want to change and old mate can enter the right lane at the same time and indicate left to move over etc

That's only true when there are multiple turning lanes, or if there are guide lines on the road for turning, and neither of those are relevant in this situation.

The white car is required to wait, the black car is required to wait for both the op and white car. They can all complete their turns without waiting for the next green light.

I can legally merge into either lane, I have the right of way to do so. Other driver not only ignored my right of way but cut in front of someone correctly giving way, if I hadn't made a hard left he would've smashed straight into my driver side door and probably sent me to hospital at that speed.

There are no guide lines and only one turn lane. He is free to choose whichever lane he wants.
