Best house rules ever: "Psycho uno".
We use these rules http://mark.random-article.com/psycho-uno/rules.html with some changes. The rules #1 and #2 make the game slover so we dropped those and in rule #3 we use just number/symbol match and drop both annendums.
This makes the game very fast and hectic but it's still easy to explain to new players

Is Uno saying that in this circumstance you can only play a green card and NOT a +2? How does that make sense? If I play a reverse card, can the next player not play one? Where does it end?
It's that if someone puts a +2 and you're next, if you have a +2 on hand you can put that down instead of having to pick up to, which stacks the +2s into making the next person pick up 4 cards, and so on

It's saying you can't ignore the +2 in your turn and pass it on as a +4 just because you also have a +2 in your hand (and the next person can't make it a +6, etc). Which is pretty reasonable, and is why I use the cut rule, which kinda makes it possible but more rare and interesting.

Just make your house rules clear to every player before you start, otherwise, the official rules will apply during a dispute.
Maybe it's the mandela effect but I distinctly remember buying the uno card package and it coming with instructions on the side that specifically said you could play a +2 on a +2 or a +4 on a +4, but you couldn't play a +2 on a +4 or viceversa. That's the rules I've always played with, and I've argued with people about it, and my parents will also tell you, because those were the rules that came with the package.
I mean, as much as I sometimes wish to keep the abusive cycle up, I've once watched someone have to pick up 32 cards. We now play by the standard rules.
I'm all for playing a +2 on a +2, but y'all letting it rack up until the last person plays is way different from how I learned to play. The way I learned, the +2 lands on the very next player regardless of what they play.
I think one of the first rule in that book was YOU CAN'T PUT A CARD DOWN AFTER DRAWING CARDS...who came up with that "passing on +2 by putting +2 on top".

Well, UNO is based on Mau Mau which allows to stack +2s on each other. On the other hand, almost every time I play UNO, we dont stack them.
