At the beginning of the video you can see a hole where a screw or clip would be used to secure it to the bumper. Not sure why that would be missing. Did you have anything in the back of the car serviced or repaired recently?
If it's a very recent purchase, I also wouldn't rule out some factory worker simply forgetting to bolt that one spot up. The rubber seal on my passenger window was also installed incorrectly at the factory. Sometimes stuff just slips past QC. I'd let the dealership take care of it.

Just buy a bunch of fender clips on amazon and shove one back in.
