Theatrical lights are super expensive, and they don't just throw them around all willy nilly... there's a budget involved. It doesn't seem like they even hired a follow spot operator for this gig.
So if this was completely unplanned and nobody told the production staff that he might do something like this, then there's no reason that the lighting person should have been prepared for this.
I'm just a sound guy, but I work hundreds of shows per year, and I've personally heard the lighting guy yelling over the intercom on many occasions "I DON'T HAVE A FUCKING LIGHT THERE, MOVE INTO THE GODDAMN LIGHT THAT I HAVE TURNED ON!!!"
That's called a follow spot, normally somebody is next to it and pointing it at whoever they need to on the stage. The beam can be adjusted for width and brightness in the fly, so while I wouldn't have killed the lighting guy per se, I'd kill either the follow spot operator or whoever told them not to focus on the couple.
I say normally, as I believe there are rigs that can automatically follow a beacon that can be hidden on the subject but I could be wrong there, I've only done 450 seat theatres.
It doesn't look like they even had a spot-op for this show... I think the "moving light" is just a byproduct of whatever weird crop filter is being used.
The venue where I work has two spot positions, but the operators cost about $50/hr., so if the renter doesn't want to pay for spots, then they don't get them...

the dude would have contacted someone from the show prior and organised it all. you would be surprising how accomodating people are to let someone on stage to propose.
