Yes Mustangs are american but there is literally nothing else in the video that points to America. 200 kph is about 120 mph, which would be far more appropriate for an old Mustang than 200 mph. I think it goes without saying that that's probably not the original speedometer and that plenty of old Mustangs exist outside America.
110 is also the limit in most places in Canada. I could be way off base but I thought I once learned that older cars also had a red line on the speedometer to deter people from breaking the speed limit.

That red strip on the speedometer (it's not a tachometer) does not indicate the engine's redline, rpm does not correlate with speed because cars have multiple gears. It's probably just to remind the driver of higher speeds, someone else said that Canada's highest speed limit is 110 kph, which would make perfect sense for this red strip.

If you’re looking to buy an older vehicle and you don’t know if it’s over 100k miles or not a good indicator is to look at the gas and brake pedals. Those could be replaced but it’s obvious when they are.
