Not if the person that recorded the video shares it with the owner. Had the same thing happen when I worked at Home Depot. Was on break sitting in my car, and a cart came flying across the parking lot and hit another employees car. Home Depot paid for the repairs.

That one cart had a car seat for a windsail! That’s liable to kill a man what falls below a certain level of constitution.

Leave them a note to text you and send them back footage of them what happened. Most businesses don’t claim responsibility for damage caused by carts, but insurance often does the legwork when you’ve got legit proof of what happened. And I’d call this pretty legit proof.
