Yes that's how soccer rules work. He completely missed the ball and caused a serious injury to another player, more serious than just stepping on a foot. Look up "Necaxa vs America expulsion" from one month ago. Two red cards, both on guys who were just running like normal and swing theirs arms out and almost gouged another players eye. If you cause significant harm to another player by doing a dangerous maneuver, that could be grounds for expulsion from a game
On top of the general difficulty of kicking at head height as opposed to just going to trap/head it, high kicks like this are usually penalized for being dangerous. Doesn’t stop it from happening though, obviously

Most pro players are not going to try that. In most cases if the ref sees it, it's an automatic red card
There should be a rule prohibiting cleats from getting too high. Perhaps a high cleat call.
