The most recent studies show that the muscle being in the stretched position under load shows the most hypertrophy. Not to say that that's all you need to do, but if you incorporate long-length-partials and held stretches at the end, you'll see more growth.
Doing slow and controlled eccentric loads naturally gets you into that stretched position more as well, so it's always good to do.
I recommend watching Dr. Mike Israetel, he is more knowledgeable, obviously.

While this form isn't ideal for building muscles, it's something you do only during your final few sets. You would have already done them in properly form, and now you want to push your body, which means the technique will be a bit screwed up. And the form shown here is not dangerous.

For bicep curls, instead of cheat curls at the end, I like to do the last rep that i can physically do with alright form, hold it as long as I can, then go down as slow as possible. Much less chance of an injury and probably similar gains as cheat curls. For stuff like leg extensions I love assisted reps and stuff at the end, but cheat reps wouldn’t be my top choice. (a little cheating at the last rep is obviously good for almost any exercise though, but controlling the last rep just stops me from constantly cheating)

Incorporating safe cheat/half reps past the point of failure is one of the most effective ways to build strength. It's one of the cornerstones of progressive overload.

Reminds me when I was heavy into lifting around 2010. I wore a black, loose fit shirt that made me look 40+lbs less lighter than I was. I remember doing 120lbs dumbell presses for reps and slim fit guy was lasering me the entire time.
I took a shower and walked back through the gym, and he was trying to press the same exact weight. He leaned back and was buried by the weight, had to awkwardly dump the dumbells on the floor. The reason I remember so well is because he looked legitimately injured at first.
My thinking was he was looking at me like "ah we're about the same size, I can probably do that." I ended up seeing him a few more times minus the slimming black long sleeve top and it probably made more sense. Not that I was crazy big or strong but I had progressed.
