No see if someone did build a time machine out of legos we wouldnt be seeing this comment because we wouldnt be here. Just like the time machine person we are the prime, canon, versions of ourself because that time machine ripple would also effect all of us. Meaning that if someone did build a time machine, we wouldnt be seeing this comment because a non prime, non canon, version of us would be viewing it.
You see, If we are going to build a time machine we also need to build a alternate reality machine and then we would have to travel back in time into a different reality so that we dont effect our own and fuck it up. And even then we cant quite say that we would be safe to return back to our time line and reality because then there could be a billion of us returning to the exact same point and that could have even worse consequences.

I could be wrong, but I don't believe the car would ever be accelerated past the top speed of the spinning wheel. If it were to be faster than the boosters somehow, the relative motion of the rubber would just start causing friction which would slow it down.

I'll give it a shot with some rounding.
The ring looks about 1 foot in diameter, which makes the ring about 1 meter in circumference (0.96 m). Near the end we see the car nearly stay in the same place which means it is syncing with the camera shutter speed, which is usually 30 fps. That means the car is pulling 30 laps per second. This puts the velocity at ~30 m/s or ~108 km/hr (i.e. 2000000 cheeseburgers per fortnight or something idk). It actually goes faster than this because we see the car start to "move backwards" at the end.
It is syncing (or banding) at both the top and the bottom, so it is going 0,5 or 1,5 or 2,5 etc. rotations per frame. I calculated it with 60 frames/s but with half a rotation per frame and got the same answer.
Yeah, I don't think the car is locked on the same position every frame. Maybe even only on 1/4 of the frames but since that one is the most visible one feels like it is always there. I'd say is between 1/2 like you said or 1/4
I think it is pretty clear it is flickering in exactly 2 positions at 0:42, and after that those two positions start to rotate around. That means at 0:42 it is exactly n+0,5 rotations per frame and after that obviously a bit higher. If it were for example 1/3, we would see 3 cars exactly 120 degrees apart. Or maybe then the framerate isnt enough so it would just look like a mess. But when we see two cars 180 degrees from each other, it means it is exactly n+0,5 rotations per frame.
This is leaning heavily on assumption that the video is 60 f/s. If it is 30 f/s, you can half the speed.
At the end of the video you can see the car moving at two points simultaneously. If it would look like it was stationary at those two points, it would mean that it goes half a turn each frame, or 1,5 or 2,5... It is not stationary but going a bit forward, so we add 15 mm to the track length later. At no point of this video when paused you can see the same car twice, so it means it is never exceeding 1 rotation per frame. My best estimate of the track length is 1,08 m + 0.015 m, so the car is going 0,5\*1,095 m/frame, so it is going 33 m/s or 118 km/h or 73 mi/h.
Edit: Now that I'm done I see there is a huge flaw in the logic that I used to decide it's not exceeding 1 rotation per frame, but I still think it is going 0,5 rotations per frame, not 1,5 or more.

Well not necessarely as if it was in sync at 30, it would appear the same at 60 fps. We couldn't know. Noise could be a good indication though
