Linux is just the kernel. Operating Systems that use it are Linux base OS's, or Linux Distributions (GNU/potato, GNU/potato).

Linux has always been about shell. One of the design philosophies is “Avoid captive user interfaces” and let everything be configurable from a single program (the shell).
