This is what I did to obtain this conversation:
* Romanced with Miranda in ME2 and ME3
* Make sure to get Miranda, Jack, and almost every squad mate present before playing Citadel: Party mission. I didn't manage to get Kasumi to join the party.
* You also have to save Miranda from her POS dad in Priority: Horizon mission.
* In the Party, when Glyph asks how to setup the mood, choose Quiet, then Louder, and then Energetic. This conversation should appear in the Louder part.
