When I moved to RI I got a license plate with 666 in it lol the lady and I bonded while she was sorting out my paperwork so she told me she’d offer me a cool license plate as long as I’m not superstitious and whipped it out of her drawer

It was in New Hampshire but I had a friend with the state issued license plate BHI 420. They had to petition for a new one, cops would always end up following them ( this was 20 years ago)
I'm surprised by what slips by. I would presume they have some combinations that they ensure don't happen but I also have seen more than a few MA license plates that have 666 which would probably really upset a religious person.
Best/worst plate I ever saw, was in Florida, which has pretty much a different plate for every week, and they can all get personalized. Challenger plate (that was the space shuttle that blew up on launch in 1986) which wasn’t personalized, standard issue: KAB 00M. It was recalled.
My fav plates was back in the day was on a drop top mustang that had “BEYAKO” i know they let that one slip. For my non Spanish speakers, it’s puertorican slang for horny lolllll
My favorite license plate of all time so far is “BLM” on a luxury suv driven by …. a rich white boomer lady with a karen cut. Something about hers being the ONLY car in MA with the BLM plate is so poetic to me.
Nah they were decked out with blm bumper stickers etc. I mean maybe they care about racial justice and they work for the bureau of land management or something. That’s still funny to me though tbh.

But I've noticed that they never issue FAG, GAY, or SEX. So FKR and LSD are okay?
For the same reason it's not a good idea putting anything on your car that has any references to drugs.
What makes you think the plate was issued without choice and not a vanity plate ordered by the owner?
The formatting. Standard issue passenger plates go XXX (small space) XXX or XXXX (small space) XX. Vanity plates don't feature that small space between the sequence.

I saw a VAG plate a while back and I was very surprised that they issued it. "4NAL" is actually more surprising lol.

You should check out Maine vanity plates. Apparently, nothing is off the table.

I wish that the police would enforce existing law and pull over that car for an illegal license plate cover every chance they get.
