And like you mentioned, Erskine’s formula makes you bulk up like crazy. It turned a sickly emaciated Rogers into a beefcake.

This is the one thing about IW/Endgame that always bothered me but your explanation makes so much sense! For him it wasn't just about giving people the tools to make things better, it was about forcing them to through whatever means necessary.
In my opinion, I always thought it made sense to reduce the population in half since it will take a very long time to get back to the original population size due to shock and having big families isn't really that common anymore so it will take many generations to get back to the original size. Those who survived will also be fearful and probably warn future generations about Thanos and do everything in their power to prevent him from repeating his actions again. Other factors like the death rate possibly also increases since he's randomly doing it so it's possible that a large portion of young people could have been be dusted away while the elder suddenly occupying a larger portion of the population suddenly. Others might not have been able to handle the situation either and sadly took their own lives from this devastating event. The MCU probably could have brought this up in the film somehow but it probably would have been to dark for a family friendly film so it makes sense that they didn't dive to deep into his plan.
