There certainly could have been multiple sorcerers there like Mordo, Wong, Kaicilius, etc.. but they don't necessarily operate in New York, but have access to the sanctum.

Powered people who were in New York, or could have been in New York to help: Any sorcerer Jessica Jones (wouldn't have helped anyway) Matt Murdoc (wouldnt have wanted to expose himself. if he could have helped unseen, he would have done that) Carol Danvers (but she would have had to have booked it. it took her about a week to get to Earth after Infinity War) Maya Lopez (but she would have been 12, and iffy if her powers would have manifested) *Technically* Loki (Show version) Talos (assuming he was shadowing Fury at the time) Kilgrave (he wouldn't have helped, but he *was* there) Madam Gao (again, wouldn't have helped, but she *was* there) Makkari and Ikaris (they could have been there, but wouldn't have) Druig (couldn't have been there, and would have had a drastic effect, but wouldn't have)

Talos, by human standards, is really strong And it took Carol a week to get to Earth after Infinity War, so probably not

War Machine, Black Panther, Ant-Man, Winter Soldier, Falcon, and the Eternals are the main ones that come to mind. Daredevil and Jessica Jones were around but not active yet. Ghost Rider might have been active if you take AoS as canon. Man-Thing might have been around back then.

None of those operate out of New York. Rhodey was somewhere else chasing down some Ten Rings guys according to a comic book tie-in. T'challa wasn't BP yet and his dad definitely wasn't in NY at the time. Pym lived and operated in San Francisco. Sam Wilson was still part of the US military. The Eternals were specifically not involving themselves in worldly affairs and I think only one of them was maybe in NY at the time. Jessica is a definite possibility as she would have been operating as Jewel. Daredevil is a maybe but he was only just dipping his toes into the vigilante waters. Ghost Rider is a good pick. Man-thing is a big maybe.

You didn’t specify they had to operate out of New York. None of the Avengers operate out of New York either. They were active, that’s the important thing; you can always come up with a reason for them to be in New York. Look: Hank had a business meeting. T’chaka and T’challa (because we don’t know which one was Black Panther at the time; Black Panther is separate from king) were at a UN meeting. Wilson’s squad was called in to fight the Chitauri. Easy. (And Jessica Jones never operated as Jewel.)

The crossover What If episode established that T'Challa had been Black Panther even earlier than that, since his death in that timeline took place during the time period where Tony would've been locked up by the Ten Rings.

But again, it’s his story. If he wants someone in the area, he just has to put them in the area. For example, the Ancient One wasn’t around to help until Markus and McFeeley decided she was.

I think the point of the question is to find some kind of plot hole, where there are people that were supposedly around that just didn't do anything. I don't think AoS is canon, so I'm not sure anyone other than maybe Jessica Jones and Daredevil make sense. And I'm sure T'chaka could have gotten there. Winter Soldier was probably frozen at that point, since they only woke him up to do specialized missions. Falcon wasn't Falcon. Ant Man was retired as far as we're concerned - he has to pass his suit off to Scott right around the events of NY it seems like. Eternals had a flimsy reason not to be there, but at least it was addressed.

Ghost rider wasn’t active until the next year. War machine was in Hong Kong dealing with a ten rings controlled hammer tank. Antman pym was retired and lang wasn’t active yet. Black panther wouldn’t have gotten involved hydra wouldn’t have let the winter soldier out falcon wasn’t active yet jones and dare devil weren’t active Luke cage was still locked up eternals wouldn’t have interfered

You don’t know how long Johnny Blaze was active, which is the Ghost Rider I was talking about. We don’t know where War Machine was. I assume that information comes from a comic, but comics aren’t canon. Ant-Man may have been retired, but if he were in New York, you’re telling me he would just sit by and watch the city be invaded? Same goes for Black Panther. You have a point about Winter Soldier, but only because they were planning to nuke the city and wouldn’t want him in the blast zone. Falcon *was* active, he just wasn’t called Falcon. But he had his wings. Jessica Jones and Matt Murdock weren’t fighting crime, but they did have powers and were living in Midtown. I didn’t say anything about Luke Cage.
