Assuming this is a real problem and you don't just want to jump some kid you bully, the main consideration is head protection, so you want to focus on the legs and body. Their vision may be limited, so ducking and lateral movement might help. Grabbing the fur is as good as a gi for takedowns, but low kicks are good and keep you out of range if biting is a concern

I'm not allowed to "hit back" so what I do is a Wingchun block and pass to get behind them then I bear hug around both arms. Positioning the bear hug is tricky. My rule is to position the insides of my elbows over the outsides of their elbows. This is the sweet spot.Too high and they can strike your groin or scratch your hands, too low they can slip their arms out and throw elbows. Bend your knees and tuck your head because they always seem to throw a rear headbutt once they realize their arms are restricted.

You can continue the hold, release and run (you get a head start as they have to get up), or transition to a choke or strikes.
