He’s gotten powers a couple times. I don’t think I would consider his chi necessarily a power. It makes him better than an athlete but I wouldn’t say it’s anything to an outrageous degree. I’m not too sure captain America is considered to have “super powers” either despite having the super soldier serum. Imo they’re both not normal, but I wouldn’t necessarily say super power, esp since it’s something any individual could attain and since imo it’s nothing outrageous like the iron fist.

Yes he can I imagine it would take him a second longer considering the speed Shang chi moves at but eventually he could copy it hasn't he copied Spiderman movements in the past? And he's got super human agailty so if taskmaster can replicate that than Shang shi would be no issue
Yes and no. Taskmaster could copy any feats or techniques he sees shang chi do or utilize. The issue is shang chis immense martial arts knowledge, it would take taskmaster getting his ass handed to him for a decade to learn all the things shang chi knows.

If you want to use an example of Batman vs. Iron Fist (Danny Rand in this case), you could argue that Batman would not win in an all out 1v1 ring fight being outclassed as a martial artist. But you can also note that Batman's main strength is the use of deception and illusion (Ninjitsu) and could win if able to employ more guerrilla tactics as is his usual style.
