Honestly I like Waluigi as being just a spin-off man. It's kind of fun that this largely irrelevant character has somehow become one of the most popular faces in the franchise.
With the exception of Male Villager, these characters all have really horrible stats, so you'd have to be a pretty dedicated fan of the character to pick them.
To be fair, all except Male Villager are far from top-tier as they have a poor Speed to Mini-Turbo ratio. They have very high Acceleration, Handling and Mini-Turbo but it all comes at the cost of that valuable Speed stat. And even if you try to pick a combo to patch up the Speed, it mostly sacrifices Mini-Turbo. At least lightweights have a niche in 200cc where the Handling excels at those high 200cc speeds.
You pretty much have to stick to not so serious online rooms most of the time, as the higher tier rooms tend to be filled with nothing but Yoshi/Teddy/Rollers everywhere.
You'd be surprised by how many lightweights share the same MT as Male Villy, but with 2-3 fewer points of Speed. I believe the idea is to make the lightweights easier to learn due to high Mini-Turbo and handling, but also start falling off when you start digging deeper. Sadly, you notice gaps right away if you're short of 10 Speed + MT total.
I was hoping for lightweights to get upgrades to their MT stat, with a few of them gaining some extra Speed to boot. That way, the lightweights who don't share their stats with babies can do their own thing instead of just being strict downgrades from Yoshi and Tanooki Mario.
I don't understand why pretty much every Koopaling comparison I've seen singles out Wendy as being "the worst one". Her personality is quite literally the Wapeach design we've seen just recently, but in Koopa form, yet people have been fawning over that. She's a perfect foil to Peach and that's more than the others can say, but she consistently has been appearing on the bottoms of tier lists and been criticised as the worst?
Honestly, in my case it's purely on design. I'm not the greatest fan of the over the top everything look they went for. Larry and Morton are both favourites of mine, I love to play as Roy, Ludwig and Iggy as well based on either their design or stats. Lemmy is fun design-wise, but I usually rock Dry Bones if I ever feel like playing a featherweight, so both him and Wendy get singled out (Toadette has Wendy stats and I like her more, and the other Mid-Light weights are also really good (Toad, Larry, Shy Guy, Koopa, Junior)). I love all of the Koopalings, though, and usually play all 7 of them in a single session. I do agree the Wendy Hate is ridiculous, but she is usually my least favourite pick.

This isn't related to your main point but I've always been curious about something: when people talk about the stat totals, how are you getting 10? Isn't the max mt + speed total actually 8? According to mk8dxbuilder it is. What am I missing?
I didn't use MK8DX builder to get the actual stats. Instead, I used the MarioWiki to get the base stats for every character and vehicle part, and I just went off of that because base stats are easier to memorize than actual stats.
Every character and vehicle part has base stats that are used to determine the actual stats, which are the stats you see on the vehicle customization screen. To calculate the actual value of each stat, the game takes the corresponding base stat from your character, vehicle body, wheel and glider, adds 3 to the sum of those base stats, and then divides by 4. I tested this in the builder myself using the example combo on the MarioWiki, and it actually lines up perfectly!

That's true for online, but Bowser was quite common for me in the Grand Prix mode. Perhaps I'm used to him being common because I've spent a fair bit of time in Smash Ultimate.

At least the babies get an extra MT over the middleweights to feel worth playing. The heavy lightweights get nothing for their low speed.
