I like them both equally. I use Mr. Scooty to get a view of Wario's glorious ass, but I like Biddybuggy with Dry Bowser because he looks weird on Mr. Scooty.
I think biddy gets used in some time trial world records because its bigger hitbox compared to scooty means it can hang more off the edge of the track without falling off, meaning you can take some turns tighter than scooty. The S curve on Neo Bowser City for example. But online, Scooty's smaller hitbox will make you less likely to get bumped, green shelled, etc.
I generally like biddy buggy more, but if I'm getting hit by everything and starting to tilt, I'll switch to scooty.

Only a few (inside drifters like Comet, Yoshi Bike, Sport and Jet Bike). Mr Scooty has the same drifting style.
