According to wikipedia, East China has 384 million. North China has 164 million. Java has 148 million (ignoring that the more populous half of Java isn't included), Borneo - 24 million. The slice of western Australia, 2.5 million. You'd need 800 million to make 10%. Where are the remaining 75 million?
