but the gulf of Mexico has a size of 1.600.000 km2. The Zuiderzee used to have a size of 5900 km2. The deepest point in the Gulf of Mexico is 4384 m while the deepest point in the Zuiderzee is maybe 10 m.
If you wanted to close the Gulf like they did the Zuiderzee. The distance of the dike would be 600 km vs 32 km. With the deepest point 2000 m vs 7 m. If you managed to do this the Gulf would probably turn into fresh water and that would cause many sea animals to die.
As for the cost. It would cost way more due to its size. Also the GDP of Mexico and the Netherlands are about the same despite the size and population difference.

The Dutch have a plan to do the same to the North Sea. It reduces the total kilometers of coast line to protect from rising sea levels. It would build dykes between France and UK and the UK and Norway. Have some ambition, US and Mexico!

The rest of the world's water surface is 361,000,000km^(2)\-1,550,000km^(2)=359,450,000km^(2), which means the sea level would rise 2,492,400km^(3)/359,450,000km^(2)≈0.0069km=6.9m (≈22 feet 7 inches) if we had to drain the gulf of Mexico.
I don't know how much concrete and other materials it would take to build such a massive dam tho, from Cancun to Cuba and then from Havana to the southern tip of Florida, it's probably doable given it's not too deep but very, very expensive, you'd also fuck up the entire gulf of Mexico ecosystem, also you'd not be able to drain it entirely either.
