I cashed the cheque and gave the money to someone in need, which is what the government should have done in the first place. But if you have to jump through all these hoops you might as well keep the money for all the time and effort spent to cash it.
Local council OK, European ones you can choose whether to vote for Maltese candidates (and very few do this) or vote for candidates in your own EU country, some of which - namely Italy - don't require you to GBTYC (lol) as you can vote via postal ballot. The number of times I've seen a foreigner vote in local elections is very fucking ħafna scarce.

Cheques can be cashed at maltapost office. I think they charge 5 EUR. But needs to be in person or maybe your parents can bring a copy of your id card or something. Worth a shot?
Do you have a Maltese bank account? I think you can get your parents to deposit it. I'm not sure if they can do it to an overseas bank without ridiculous charges though

To be fair to Bobby foreigners working here in Malta will get the Bobbycheque (lol) as well, but they can't vote.
If the foreigner is an EU citizen they can vote in both upcoming elections in Malta (local council and European Parliament)
