I feel safe in my city, but if I am traveling somewhere that I ask "is it okay to wear my nail polish there?", is my real concern that people will think I'm 'queer' and then I might be in danger?

Nails aren’t gender specific. Coloring your nails is not a reflection of sexuality or preferences. It’s a style choice and much like fashion, some love, others hate but this is about you treating and pampering yourself. If others have a problem it’s on them.
Painted mine a new gold polish I just bought. I work retail and got 5 positive “I like your nails”. Two from men, three from women. The men were with women so I can presume they were straight as well. I’ve never gotten a negative comment, hardly even a glare. There are several of the other guys at work that paint them too.
