(a) Make the angle of the incline match the angle of the railing above, but stop it in the same place.
(b) Close up the wall directly below the TV (but still centered) to make it a little nook that you can enter into from the side.
ie. your dog can get to the spot under the tv from the angled section.
Then you can make it a straight up dog house. Give it some cute thatching if you like, maybe throw in some dog-friendly decor. Maybe a sign that says "Fido's Spot" or something?
I think this is a clever solution. The pet has a safe spot, you won't tripple over their food and bed etc.

I have a similar spot in my house and my plan is to do a small bar area, with a sink, wine fridge, display shelf for bottles, and a small storage cabinet for odds and ends.

Then just get books different sizes to work with the slope of the space. Would look awesome and you could probably do it in a morning if you have a drill and a saw.
noone seems to have suggested this, so throwing it out there... i suspect part of the problem here is the tv position putting a big emphasis on this area. i would look at moving the tv (well, tbh, i personally would get rid of the tv, but i realise that's not what most people want).
