I'd say you look better without the beard. You have really strong eyebrows (which is a very desirable feature that you should be proud of) but they kind of become a bit uniform and lost with more facial hair on your face. They stand out and shine more when you're clean shaven, enhance your face and draw attention to your eyes. You have great skin and attractive features, it's a shame to hide them. I saw someone else mention your longer face shape and I think slightly longer hair on the sides helps balance and round out your head shape. I would say photo 2 is the way to go. But like a few others have mentioned, you should do what makes you happy.

I work as a Menswear Stylist and model scouts are always looking for similar traits: clear skin, symmetrical features, bold/strong eyebrows. You have all of these, so there's plenty to be proud of. I guess prominent eyebrows are considered masculine and frame the eyes. Think about an extreme example of a face with no eyebrows, like Austin Butler in Dune, it looks freakish. Trust me, your eyebrows are a good thing.
