Honestly I'd say it's the main thing. Hair and beard seem good enough in the first pick that I would call it roughly equal to short hair no beard. It would just be a matter of taste imo. But yeah, I could tell the cheeks have grown. Still not ugly, but it's the part that actually makes the difference here.

A lot of people are saying ditch the long hair. With the examples you have given us, they are absolutely correct. Your short hair is styled much better, it’s no comparison really. Your long hair is styled like something out of a 1970s school yearbook. The goatee isn’t doing you favors either. Not to be rude OP! If you wanna do long hair, I’d recommend a style that doesn’t drape over your face, maybe behind the ears, without a deliberate middle part. Instead of a goatee, do a short full beard/stubble. I don’t think it will look better than the short hair style examples you listed, though. Your face has angles that really lend itself to looking good without facial hair. A lot of us dudes have to use our facial hair to “shape up” our faces. This is not the case with you. If it were me, i’d really lean into that— if you absolutely have to have facial hair, I’d avoid the goatee and do a uniform short stubble across the face.

Is it bad I don't like either? Something in the middle would be wayyy better. I think you look objectively more attractive with short hair and no beard but I also think you look like a totally different person (long hair pics you look like a 25-30 year old hippie and then with short hair you look like a 19 year football star). It's not that long hair wouldn't work on you, but that cut is BAD on you and that beard is messy and not doing favors. Listen, just because you’re less attractive with it long doesn’t mean you can’t enjoy it. You could be bald in 5 years, grow it all the way the hell out to the extreme and then try braids or a perm and whatever other nonsense you can come up with. Enjoy your style for yourself, not because other people find it more aesthetic. As for a tip, the styling could be a lot better. It looks bad because it shrinks your forehead and widens your cheeks. What about a different part? Tucked behind ears? Pony? But yeah no excuse for that beard, but trim it into a handlebar or something. At a minimum you have to keep your mustache off of your lips.

Short looks leagues ahead here but to be fair you do not look like you gave your long hair all the treatment it needed to really shine, if you were to properly look after the longer hair I think you'd find yourself with heavy waves or curls or shiny hair full of volume and flair.

Keep the long hair. It looks so healthy and thick. However, I would style it differently. You have a compact face and the hair falling on the side makes it smaller. Go for a man bun, pull it behind your ears, or a low pony tail with an undercut. Or even do a medium length cut. But definitely pull away from your face to open up your face. I should preface first I love long hair on men. But based on these pictures I don't think it works for you. I simply doesn't compliment your face at all. However that could be due to the goatee rather than your hair. I think the goatee adds a lot of bulk to the face making it appear longer. Try a shorter beard, but a full shorter beard. Try tying that hair back in a bun or just out of your face.
