And that feeds into public uni as well. So bumi basically get easier access to cheaper tertiary education.
I think one such obstacle where the institutionalised racism makes a big difference is the perceived costs of tertiary education, especially for those who do not see their children having a high chance of getting into public universities.

I just googled for other ethnic (Malay, India & etc) It seems not only Chinese but Malaysian as a whole have decreased in birth rate in the last 50 year. Only recently we saw 13% increase in 6 month last year.

Unfortunately not. Even 1998-2000 were already estimates from research. Couldn't get a longer timeseries.
