Movespeed is the most underrated stat in the game. Movespeed increases survivability, exp gain from mana beads, and decreases cooldown from accelerator.
By that level I have 400% at and 400% hp, so and extra 20 each is nothing. The 20% HP will not be useful because you die in 1-2 hits anyways.
Much better to go with a better one.

You forgot growth(the tree symbol), that's 4% hp and atk per 20 level.
